Just a side note that if there are Norton products listed at Control Panel | Programs | Programs and Features, be sure to note the version number of Norton Internet Security (NIS) that is currently installed. If all else fails and you need to uninstall NIS from the Control Panel, choose the option to 'Please remove all user data' as shown below, since this will remove additional static data files (e.g., .txt, .dat, .log, etc.) like security history logs and personalized configuration settings. If necessary, you can still run the Norton Remove and Reinstall (NRnR) tool in advanced 'Remove Only' mode (Advanced Options | Remove Only | Remove) after the the Control Panel uninstall to do a final clean up of any orphaned registry entries and disk files left behind by the uninstall wizard.

If your friend logs in to their Norton Account at https://my.norton.com/account/subscriptions does the Subscription tab show that they have an active subscription (i.e., with over 300 days remaining), and if so what is the full name of the product (e.g., Norton Internet Security, Norton Security Deluxe, Norton 360 Deluxe, etc.)? The first thing you should do is confirm they have an active subscription so they can reinstall a Norton product once the old NIS is removed from their system. Note that there should be a yellow Download button on that Subscription tab that can be used to reinstall Norton after the old NIS is removed.
If your friend hasn't already done so, disable automatic Windows Updates [Windows Update | Change settings | Important updates | Never check for updates (not recommended)] and re-boot to terminate any Windows Update sessions currently running in the background on their system. There are several known issues with Windows Update on Vista SP2 computers that can cause a variety of glitches and unexpected performance issues (see the FAQ What To Do if Windows Update Hangs or Throws an Error [UPDATED August 2020] pinned at the top of the VistaForums Windows Update board). Extended support for Vista SP2 ended on 11-Apr-2017 so it does no harm to disable their automatic Windows Updates.
If you can, download a fresh copy of the latest Norton Remove and Reinstall (NRnR) tool from https://www.norton.com/nrnr from a different computer (e.g., with Win 7 SP1 or higher), save it to a removable USB thumb drive, and then copy the NRnR tool from the USB thumb drive to the desktop of your friend's Vista SP2 computer. This should ensure you start with a good copy of the NRnR tool.
If that isn't practical then try downloading a fresh copy of the NRnR tool and save it to the desktop of your friend's Vista SP2 computer using a different browser. I'd suggest trying the download with Firefox ESR v52.9.0, which is the legacy version of Firefox for WIn XP and Vista. Full offline installers for Firefox ESR v52.9.0 (all regions and languages) are posted on Mozilla's FTP server at https://archive.mozilla.org/pub/firefox/releases/52.9.0esr/win32/. If you want the English-US installer (Firefox Setup 52.9.0esr.exe), for example, choose the /EN-US subfolder at https://archive.mozilla.org/pub/firefox/releases/52.9.0esr/win32/en-US/. Unlike the IE9 browser built in to Vista SP2, Firefox ESR v52.9.0 will support TLS 1.1 and 1.2 connections to secure https sites, and I've added the latest TLS 1.3 support to my Firefox ESR v52.9.0 (i.e., by changing security.tls.version.max to a value of 4 in the advanced settings) as instructed in Martin Brinkmann's June 2017 ghacks.net article How to Enable TLS 1.3 Support in Firefox and Chrome.
Once you have a fresh copy of the NRnR tool saved to the desktop, double-click to start the tool and run it in advanced 'Remove Only' mode (Advanced Options | Remove Only | Remove). If you see an error message try again after booting up in Safe Mode. If that doesn't help please post a screenshot of the error (see Andmike's How to Post an Image in the Forums) or let us know the exact wording of the error message in your next reply.
In the mean time, I'll send you a private message with a download link to an older NRnR tool that can remove stray registry entries and disk files left behind by older (2012 and earlier) Norton products just in case it's needed.
